10:51JasonHey Antigone. I had a good conversation this morning with John Shehan. He shared that the group of senators had reached out to NCMEC (Yiota) with the 3 questions for them to respond for each company doing testimony with Mark.
10:53JasonThese were the responses on Meta. We just need to keep a very tight hold on these and not share that NCMEC shared with us.
10:53JasonMETA WHAT THE COMPANY IS DOING WELL * Meta has increased their proactive communication with NCMEC, participating in regular syncs to provide updates on improvements to CyberTipline reporting and to receive any feedback. * Meta is leading the industry charge in regards to reporting financial sextortion incidents, accounting for approximately 90% of the ESP-submitted CyberTipline reports concerning this type of abuse in 2023. * Meta participates in a number of voluntary industry initiatives as well as law enforcement engagement for capacity building around the globe. AREAS FOR IMPROVEMENT * Meta has a higher-than-average removal time in responding to notices from NCMEC concerning exploitative content on their platforms, even when additional context has been provided that the child victims have expressed distress or suicidal ideation over the content being shared on Facebook or Instagram. * Meta reports concerning financial sextortion may be submitted weeks or months after the reported incident or chatlog occurred, including in instances where the child is expressing suicidal ideations. * Meta has consistent quality issues with their reports, including missing or limited chat logs provided within reports, ESP escalations being submitted with little to no reasoning, mislabeling of IP events within WhatsApp reports, and not appropriately annotating meme and viral content. QUESTIONS FOR COMPANY * How is your company responding to the growing threat of Financial Sextortion? what methods are in place to detect and disrupt this type of abuse in real time? * In 2023, 88% of Facebook and Instagram reports concerned messaging services and are at risk of being lost post E2EE. What is Meta doing to ensure abuse on their platforms will still be detected and reported? * How does Meta approach Trusted Flagger organizations when receiving notifications regarding apparent CSAM or child sexual exploitation on their platform? * what is Meta's response to requests for content removal from CSAM survivors and other members of the public?
