JPML issues transfer order centralizing 28 actions from 17 districts in N.D. Cal. before Judge Yvonne Gonzalez Rogers for coordinated or consolidated pretrial proceedings, creating MDL No. 3047.
Case Management Order No. 1 appoints Christopher Seeger, Lexi Hazam and Previn Warren as Plaintiffs’ Co-Lead Counsel, Jennie Anderson as Plaintiffs’ Liaison Counsel, and a Plaintiffs’ Steering Committee.
Plaintiffs file the corrected Master Complaint (Personal Injury) against the Meta, Snap, TikTok/ByteDance and Google/YouTube entities, superseding the redacted master complaint filed 2/14/2023.
Court grants in part and denies in part defendants’ motions to dismiss, dismissing several design-defect theories on Section 230 and First Amendment grounds but otherwise denying the motions and holding the negligence per se claim barred by neither.
Court largely denies Meta's motion to dismiss the states' multistate AG complaint (and related Florida AG/ claims), limiting but not eliminating scope.
Meta defendants appeal the October 2024 AG-complaint and School District dismissal rulings to the Ninth Circuit, on whether Section 230 bars failure-to-warn claims about platform features.
Court grants in part and denies in part defendants’ motion to dismiss the school districts’ public nuisance claims, dismissing them under four states’ laws and allowing them under fifteen.
Court denies certification of the school district rulings for interlocutory appeal, and denies the Section 230 motions without prejudice pending resolution of similar issues before the Ninth Circuit
Ninth Circuit dismisses the appeals and cross-appeals for lack of jurisdiction, holding that Section 230 provides a defense to liability rather than immunity from suit.
- Set as the school-district bellwether to follow Tucson USD, per Case Management Order No. 35.
- Jury selection 2/3/2027; trial starts 2/8/2027 — the same dates as Tucson.

Complaint filed (D.S.C.) — Charleston Cnty. Sch. Dist. v. Meta
Case Management Order No. 35 sets the school-district trial schedule, preparing Tucson USD and Charleston together so the second can proceed if the first resolves.
Court grants the parties’ joint stipulation that the Breathitt in limine rulings, and the briefing behind them, apply in the Tucson and Charleston trials, with all objections preserved for appeal.
Settled. The four platform groups paid about $27M in total — Meta $9M, Snap $8M, TikTok $8M and YouTube $2.01M — per the district's settlement records, obtained under a public records request. None admitted liability and none agreed to platform changes.

4:23-cv-01804-YGR; originally filed E.D. Ky. 5:23-cv-00102
Breathitt County Board of Education files an amended short-form complaint, superseding the short-form complaint it filed on 2/21/2024. Outcome not yet recorded.
Plaintiff stipulates to dismissal with prejudice of its claims against Meta and its affiliates, each party bearing its own fees and costs; Snap, Google/YouTube and the TikTok defendants were dismissed earlier the same week. The dismissals follow settlements totalling about $27M, which were never filed with the court.
The Court will "revisit including S.K.... as a bellwether plaintiff" if any of the five settle, resolve on summary judgment, or otherwise not be tried.
- Personal-injury bellwether standby per Case Management Order No. 24: not selected as one of the five federal individual-plaintiff bellwethers.
- No trigger has been recorded: none of the five bellwether dockets shows a dismissal or resolution as of 9/11/2026.

Complaint filed (direct-filed into MDL 3047) — S.K. v. Meta
N.K., on behalf of minor plaintiff S.K., files a personal-injury complaint directly in N.D. Cal. as 4:23-cv-01584; the case was associated as an MDL 3047 member case on 5/19/2023. Outcome not yet recorded.
Not selected among the five federal individual-plaintiff bellwethers (D'Orazio, Smith, Melton, Mullen, Clevenger). Court states it will revisit including S.K. as a bellwether plaintiff should any of the five settle, be resolved on summary judgment, or otherwise not be tried.
Tucson Unified School District files its complaint directly in N.D. Cal. under the MDL’s direct-filing order; the member case opened the next day. Outcome not yet recorded.
Court grants the parties’ joint stipulation that the Breathitt in limine rulings, and the briefing behind them, apply in the Tucson and Charleston trials, with all objections preserved for appeal.

Complaint filed (Hicks o/b/o minor D.M.) — Melton v. Meta
David Melton files a short-form complaint under the MDL master complaint; per CMO No. 16 (Dkt. 1023), this and six other bellwether-pool cases (Clevenger, Craig, Copelton, Murden, Naber, Smith) all filed SFCs on this date. Outcome not yet recorded.
Court denies Melton's (and fellow bellwether plaintiffs Clevenger's and Craig's) motion for leave to amend to add Google/YouTube as defendants, to preserve the bellwether pool's representativeness (adding them would have raised YouTube-named cases from 2/12 to 5/12 of the pool). Court holds Melton may instead file a separate complaint against Google/YouTube.
- No trial date is set — Case Management Order No. 36 lists only the AG and school-district bellwether trials.
- This case's docket shows no activity since selection.

Complaint filed (direct-filed into MDL 3047) — Mullen v. Meta
- No trial date is set — Case Management Order No. 36 lists only the AG and school-district bellwether trials.
- The only docket activity since selection is a notice entered 6/12/2026 whose document is not publicly available.
Laurel Clevenger files a short-form complaint under the MDL master complaint; per CMO No. 16 (Dkt. 1023), this and six other bellwether-pool cases all filed SFCs on this date.
Court denies Clevenger's (and fellow bellwether plaintiffs Melton's and Craig's) motion for leave to amend to add Google/YouTube as defendants, to preserve the bellwether pool's representativeness. Court holds Clevenger may instead file a separate complaint against Google/YouTube.
- Selected as a school-district bellwether per Case Management Order No. 24.
- The only trial bellwether to assert a Lexecon objection. Having filed directly into the MDL, it had no originating district to be remanded to for trial, so it re-filed in N.D. Ga. and was transferred straight back — creating a home court in which Judge Gonzalez Rogers could preside by intercircuit assignment.
- CMO No. 24 said the Court would finalize that intercircuit assignment; nothing on the docket has addressed it since 6/16/2025.

Complaint direct-filed into MDL 3047 — DeKalb Cnty. Sch. Dist. v. Meta
DeKalb County School District files its complaint directly into MDL 3047, opening as 4:23-cv-05733-YGR. This is the district’s entry into the litigation; the 2025 N.D. Ga. action replaces it.
Court grants a joint stipulation letting DeKalb, which had asserted a Lexecon objection, re-file in its home district by 2/10/2025 so the case can be assigned for trial there. The re-filed action replaces the original in all respects, with discovery carried over and the filing date relating back for limitations purposes.
DeKalb County School District re-files its case in the Northern District of Georgia as Case No. 1:25-cv-00645, using the school-district master short-form complaint, under the stipulation permitting Lexecon objectors to replace a directly-filed MDL case with one filed in their home district.
Court selects DeKalb County School District as one of six original school-district bellwethers; DeKalb lodged a Lexecon objection requiring intercircuit assignment.
- Active: the California state-court counterpart to MDL 3047, coordinating personal-injury cases against Meta, YouTube, Snap and TikTok before Judge Carolyn B. Kuhl in Los Angeles.
- The April 2025 ordering put nine bellwether plaintiffs into three trial groups — Group 1: Heaven Moore, K.G.M., R.K.C.; Group 2: S.J., P.M.Y., K.D.B.; Group 3: Jaime Loach, I.P., Paul Kelly.
- Trial calendar: S.J. and K.D.B. on 10/28/2026, the Trial Pool 3 plaintiffs on 3/16/2027, and the first cases out of the second discovery pool on 8/6/2027.
The court grants coordination, lifts the lead case's “Coordination Pending” status and reassigns it to Department 11 at the Spring Street Courthouse under Judge David S. Cunningham III. The court's own case record dates JCCP 5255 from this day; plaintiffs file their notice of the ruling on 12/23/2022.
The court orders a second bellwether discovery pool of 24 cases, drawn at random by the claims administrator BrownGreer across injury categories including sleep disorder, suicide attempt, sexual grooming, body dysmorphia and eating disorders, plus two picks a side. If the pool falls below eighteen cases the court will draw replacements.
Trial Group 1a, the first bellwether due to be tried — and the only one of the nine never tried.

More status details
- Her trial slot was vacated in October 2025 and K.G.M. was tried in it instead. No new date since.
- Still pending, with two things unresolved: a February 2026 motion to stay her trial, and a May 2026 proposal to move her into Trial Pool 2. Her docket has been quiet since July 2026.
The complaint is filed in Los Angeles County Superior Court as R. Q. U., et al. v. Meta Platforms, Inc., et al., Case No. 23STCV31501 — a caption the case still carries. Heaven Charmaine Moore is a named plaintiff on it alongside R.Q.U., Noemi Quintero and, later, D.R. and Damion Rogers. A guardian ad litem application is filed the same day.
Court's Ruling on Selection/Ordering of Bellwether Trial Plaintiffs designates Heaven Moore as the first of three Trial Group 1 plaintiffs to be tried, ahead of K.G.M. and R.K.C. Her trial was later delayed (originally set 11/17/2025, vacated for counsel-availability reasons), so K.G.M. ultimately went to trial first in practice.
TikTok is dismissed from Moore's case with prejudice on the plaintiffs' own request. It formally withdraws its now-moot summary judgment motion on 10/7/2025.
Meta and Snap move to stay Moore's jury trial pending resolution of a writ petition. Her opposition is filed 2/23/2026 and their reply 2/25/2026. Outcome not yet recorded.
Plaintiffs' Brief Regarding Representativeness and Order of Trial Pool 2 Cases proposes trying Moore fifth in Trial Pool 2 (after S.J. and K.D.B.), citing her stalled Trial Group 1a slot and existing case-specific discovery/trial prep, while proposing P.M.Y. be removed from the pool entirely.
The jury set compensatory damages at $3M, apportioned 70% to Meta and 30% to YouTube, and added $3M in punitive damages — $2.1M against Meta, $900,000 against YouTube.
- First social-media-addiction jury verdict in the country: liability found against Meta and YouTube, returned 3/25/2026.
- Judge Kuhl denied both defendants' motions for judgment notwithstanding the verdict and for a new trial on 6/9/2026, and notices of appeal followed in July 2026.
Original complaint filed in Los Angeles County Superior Court as P. F., et al. v. Meta Platforms, Inc., et al., Case No. 23SMCV03371 — a caption the case still carries.
Court's Ruling on Selection/Ordering of Bellwether Trial Plaintiffs designates K.G.M. as the second of three Trial Group 1 plaintiffs, behind Heaven Moore and ahead of R.K.C. Moore's trial was later delayed, so K.G.M. ultimately went to trial first.
Court rules on Meta's motion for summary judgment or, in the alternative, summary adjudication, clearing the way for trial on negligence and negligent failure-to-warn theories.
Two Requests for Dismissal with prejudice are filed as to Snap, Inc., one by Keanna Glenn-Mills and one by K.G.M. — the same plaintiff under her two designations on this case number — formalising the settlement Snap reached with her on about 1/22/2026. Both are entered 2/4/2026.
Jury selection begins in the first bellwether trial of JCCP 5255. TikTok settles with K.G.M. the same day, on confidential terms and without admitting liability, leaving Meta and YouTube to try the case.
The jury returns the first social-media-addiction verdict in the country. It finds Meta and YouTube negligent in the design or operation of Instagram and YouTube, sets K.G.M.'s compensatory damages at $3M apportioned 70% to Meta and 30% to YouTube, and awards $3M in punitive damages — $2.1M against Meta and $900,000 against YouTube.
Meta Platforms and Instagram file a Notice of Motion for Judgment Notwithstanding the Verdict and a Notice of Intention to Move for New Trial, challenging the $6M verdict. Their combined memorandum of points and authorities follows on 5/4/2026.
Notice of Appeal/Cross-Appeal filed 7/7/2026; a further Notice of Appeal/Cross-Appeal filed 7/13/2026; Notices of Filing of Notice of Appeal 7/14 and 7/17; Notice Designating Record of Appeal 7/17 and 7/20.
Court's Ruling on Selection/Ordering of Bellwether Trial Plaintiffs designates R.K.C. as the third of three Trial Group 1 plaintiffs, behind Heaven Moore and K.G.M.
Court rules on defendants' motion for judgment on the pleadings against R.K.C.'s strict liability causes of action, set for hearing in January, heard 3/30/2026 and decided on submission.
R.K.C. files a Request for Dismissal without prejudice as to the Meta entities, a day after Snap settled tentatively and without any payment from Meta. The dismissal is entered 7/23/2026 and the court vacates the 7/27/2026 jury trial the same day.
Court's Ruling on Selection/Ordering of Bellwether Trial Plaintiffs designates S.J. as the first of three Trial Group 2 plaintiffs, alongside P.M.Y. and K.D.B.
TikTok settles with S.J. on confidential terms, resolving in principle with all three Trial Pool 2 plaintiffs at once and leaving Meta, YouTube and Snap for trial.
The court grants S.J. and K.D.B.'s motion to be tried together before one jury on 10/28/2026, over defendants' opposition, with fifty hours for each side.
- She had been set for the 10/28/2026 trial alongside S.J. and K.D.B. The dismissal was with prejudice and by agreement of the parties, and her trial date was vacated at her own request. Per counsel it reflected her wish to move forward with her life rather than pursue a settlement.
Court's Ruling on Selection/Ordering of Bellwether Trial Plaintiffs designates P.M.Y. as the second of three Trial Group 2 plaintiffs, alongside S.J. and K.D.B.
P.M.Y. dismisses her claims with prejudice against Meta, Instagram, Snap and YouTube — every defendant but TikTok, which had settled with her earlier in the month — and the court vacates her 10/28/2026 trial date at her own request. The dismissal is entered 8/21/2026. Per counsel it reflects her wish to move forward with her life rather than pursue a settlement.
Court's Ruling on Selection/Ordering of Bellwether Trial Plaintiffs designates K.D.B. as the third of three Trial Group 2 plaintiffs, alongside S.J. and P.M.Y.
TikTok settles with K.D.B. on confidential terms, resolving in principle with all three Trial Pool 2 plaintiffs at once and leaving Meta, YouTube and Snap for trial.
The court grants S.J. and K.D.B.'s motion to be tried together before one jury on 10/28/2026, over defendants' opposition, with fifty hours for each side.
Trial Group 3a on the early summary-judgment track, per the 4/15/2025 ordering. Still pending; nothing case-specific has moved on her docket since March 2026.

Court's Ruling on Selection/Ordering of Bellwether Trial Plaintiffs designates Jaime Loach as part of Trial Group 3, alongside I.P. and Paul Kelly, with an early summary-judgment track ordered for this case.
The court rules on the defendants' motion for summary judgment against Loach's Amended Short Form Complaint, on the early summary-judgment track set for her in April. The case proceeds to a pre-trial readiness conference on 9/24/2025.

- Trial 3/16/2027, with the other two Trial Pool 3 plaintiffs. Any motion to try more than one of them before a single jury is due before 12/31/2026.
Original complaint filed in Los Angeles County Superior Court as Frances Zaragoza, et al. v. Meta Platforms, Inc., et al., Case No. 23STCV22481 — a caption the case still carries. I.P. is one of several plaintiffs on it.
Court's Ruling on Selection/Ordering of Bellwether Trial Plaintiffs designates I.P. as part of Trial Group 3, alongside Jaime Loach and Paul Kelly, with an early summary-judgment track ordered for this case.
Meta moves for summary judgment or, in the alternative, summary adjudication against I.P.; YouTube and Google follow on 8/8/2025, and TikTok and Snap have motions pending by this point.
The court rules on Meta's, TikTok's, YouTube and Google's, and Snap's motions for summary judgment or summary adjudication, heard 4/21/2026. The case continues.
Original complaint filed in Los Angeles County Superior Court as Kaydie Samuel, et al. v. Meta Platforms, Inc., et al., Case No. 24STCV09377 — a caption the case still carries. Paul Kelly is one of twelve plaintiffs on it.
Settled for $751,922,691.13 — under the settlement agreement, $516.7M guaranteed in ten annual installments, $222.7M contingent on Snap, TikTok and YouTube adopting comparable teen limits, and $12.5M for Cambridge Analytica claims.
Chancellor Perkins enters the Final Consent Judgment, dismisses the jury and ends the trial; Tennessee's share of the multistate settlement is $751,922,691.13, the largest recovery the State has obtained from a technology company.

- Two-phase trial before Chief District Judge Bryan Biedscheid.
- Phase 2 (bench trial): judgment entered 8/6/2026 ordering an additional $567M abatement fund plus five years of court-supervised platform changes. Combined exposure: $942M.
- Meta has stated it will appeal both rulings; no notice of appeal was confirmed filed as of 8/28/2026.
- New Mexico did not join the 8/26/2026 multistate settlement.
Court denies Meta's motion to dismiss in full, allowing the case to proceed through discovery. Court also rejects Meta's claim of immunity under Section 230 of the Communications Decency Act.
Settled. $11.7B is guaranteed, in ten annual installments to 47 states, D.C. and 3 territories, alongside a $75M cost fund and $459M for Cambridge Analytica claims. A further $5.0B is contingent on Snap, TikTok and YouTube adopting comparable teen time limits and paying comparable sums — forfeited to Meta if they never do. Reported total: $17.1B.
- Ended mid-trial. Trial ran 8/18–8/26/2026; on the final day the Court suspended it, vacated it and discharged the advisory jury without a verdict, entering the parties' consent judgment instead. No finding was made on the merits, and Meta admits no liability.
- For ten years Meta must set daily time limits and nighttime blocks on teen accounts, strengthen age assurance, and add parental supervision tools. The Court keeps jurisdiction to enforce.
- This judgment binds the 29 states that were plaintiffs here; Meta entered parallel judgments with the rest. Three states stayed out: Florida, heading to its own trial; New Mexico, which had already won a $942M judgment; and Texas, never part of this coalition, which settled separately the same day for over $1B on comparable injunctive terms.
The state attorneys general file their Amended Complaint for Injunctive and Other Relief, striking the claims of Georgia, Michigan, Missouri and North Dakota, which had dismissed, and the state-law claims of seven more states that chose to proceed on COPPA alone, leaving a coalition of 29.
Court denies Meta's motion for summary judgment and grants in part the State AGs' cross-motion for partial summary judgment on COPPA claims, sending the case to the 8/18/2026 trial.
Court enters a consent judgment resolving the 29 plaintiff states' claims, with no admission of liability and obligations running ten years; Meta enters parallel consent judgments with attorneys general elsewhere in the United States.
- Meta's certiorari petition to the Second District Court of Appeal, No. 2D2025-3187, is open — no decision, and no oral argument set. It challenges Judge Alicia Polk's refusal to dismiss of 10/27/2025 on Section 230 and First Amendment grounds. The case has not been stayed: the appellate court approved the circuit court's refusal of a stay on 3/20/2026.
- Refused the 8/26/2026 multistate settlement — AG Uthmeier called it "a rounding error" for Meta — and says it will try its own case. One of three states outside the deal, alongside New Mexico, which had already won its own judgment, and Texas, which settled separately the same day. No trial date has been announced.
Then-Attorney General Ashley Moody files suit against Meta Platforms and Instagram in the Middle District of Florida, Tampa Division, under Florida's Deceptive and Unfair Trade Practices Act and COPPA.
Court grants in part and denies in part Meta's motion to dismiss the amended complaint: Florida's COPPA claim is dismissed without prejudice as improperly venued in the Middle District of Florida, the claims against Meta Payments are dismissed with prejudice, and the FDUTPA claim survives, that court having specific personal jurisdiction over it.
The Attorney General refiles the next day in the Circuit Court for Pasco County against Meta Platforms and Instagram, pleading only the FDUTPA claim and dropping Meta Payments, which had been dismissed with prejudice.
Meta and Instagram petition Florida's Second District Court of Appeal for a writ of certiorari as No. 2D2025-3187, seeking review of the refusal to dismiss on Section 230 and First Amendment grounds.
Second District Court of Appeal reviews and approves the circuit court's order denying Meta a stay pending certiorari, so the case continues in Pasco County.
Florida declines to join the multistate settlement, Attorney General Uthmeier calling the payout "a rounding error" for Meta and saying the State will take its own case to trial.
Rosalind Dowey, Mark Dowey and Tricia Maciejewski file suit against Meta Platforms and Instagram in Delaware Superior Court, represented by Joseph J. Rhoades of the Social Media Victims Law Center.
Following a joint letter of 12/29/2025 agreeing to remand, Judge Andrews remands the case to Delaware Superior Court and closes the federal case the same day.
