Meta's internal unit of enforceable policy: a named category of violating behaviour against which detection, enforcement and appeals are built. Establishing a VT and building enforcement for it are separate steps, and the archive shows the gap between them - Adult Age Misrepresentation existed as a VT while, in the same document, "we currently do not enforce proactively on age lying."
