Instagram's private messaging surface, always contrasted with Facebook Messenger. The comparison is the point: roughly 38x as many IIC victims on IGDM as on Messenger, against CEI deletes about 21x lower and IIC auto-enforcement 90x lower on IG (#336); about 200,000 minor victims a day in sex-talk conversations with adults (#328); and no proactive detection for NCII or sextortion running in IGDM at all (#89).
