PAC

Protect and Care

Meta's user-safety and abuse-prevention organisation, existing separately at each app - an internal quarterly review contrasts "Instagram PAC" with "FB PAC" and describes "the PAC team" as having its own engineers, 22 of them at Instagram in October 2017. No Meta document in this archive expands the acronym; "Protect and Care" is how the plaintiffs' filing in MDL 3047 spells it out.
