We need leadership support to act on knowledge we already have concerning U13 users

"In March it was decided that we would not build a classifier to detect minors under 13 years old . . . We need leadership support to push product to act on knowledge we already have, i.e. clear our backlogs, disable verified u13s, build an u18 checkpoint to review minors who have been reported on 18+ products."
