Ho e everyonfi he& M_ had a great weekend! -m-OCP Guidinq Principles OCP Roadmap HIGHLIGHT REEL o P0 - Emergency Policy Launch for Sexually Derogatory Attacks [Sadaf I Ayesha I Kathyl Lucius l Corri I Kate B I Varun I Ulrick] o What Happened: Leadership approved changes to update our policies (specifically our KQs) under Bullying and Harassment related to sexually derogatory attacks involving references and visual depictions that serve as proxies for derogatory terms related to sexual activity. As a result, we are provided additional guidance in KQ 9.P and launched a scaled pre-Iaunch exception to allow for enforcement to begin immediately. In the coming days, we are working with the XFN to enforce this policy at scale within the week. o Why Relevant: We have seen an uptick of misogynistic attacks targeting female politicians after the announcement of Senator Kamala Harris as the Democratic Vice Presidential candidate, resulting in renewed pressure on FB to take stricter action on the issue. The launch of this policy will allow us to remove implicit derogatory attacks related to sexual activity globally, ensuring that we prioritise the safety of our users, including political figures. o Public Announcement of Harmful Stereotypes [Fadzai I Manu [Adam] o What happened: Early this week, Facebook went public with our Harmful Stereotypes policy. Specifically our policy on "Jews control financial and media institutions" and "Caricatures of Black people through blackface". Given the impact in the Benelux region, the Hate SMEs supported media engagements with Comms to discuss the impact of the policy on "Zwarte Piet". We saw great impact with #zwartepiet trending on Tuesday. Opinion in the Netherlands was 50/50 which represented the current debate in country. Some arguing it was a positive move in the fight against racism in the Netherlands and others stating it was destroying a long held tradition. Most engagement was factual with some international pick-up across multiple news outlets. Overall engagement and response was better than expected in a large part thanks to the pre- briefing OCP, Comms and Public Policy did prior to the announcement. o Why relevant: Harmful Stereotypes is the first at our attempt to go after content that targets specific protected groups in a manner that is harmful and pernicious. This launch is the culmination of nearly a year of policy development work, including extensive outreach to internal and external stakeholders and experts, labeling and testing in partnership with our partners in Operations, and after much internal discussion/debate. This is our first public announcement and will be followed by continued engagement over the next few months. CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-00199968 UPCOMING o Republican and Democratic National Convention IPOC [Sean [Taylor] Corri I Richard] o What's happening: Over the next two weeks, the US 2020 XFN is standing up IPOC's to cover both the DNC (Aug. 17-20) and the RNC (Aug. 24-27). Content Policy (OCP, SR-P, Misinformation Policy & BPP) will be supporting in the all-virtual IPOC's. We will cover each national convention from approximately 8pm — 11pm Eastern. A full list of the XFN POC's supporting the effort can be found hei. o Why relevant: The XFN expects to see an uptick of potentially violating content as the candidates, other politicians, and public figures plead their case during pn'metime. Given the events surrounding Kamala Harris' VP announcement, it is likely that some speech will target women and minority speakers. POLICY DEVELOPMENT . Updates to policies on human smuggling [Adam I Dong-Yeon] o What Happened: OCP SMEs met with partners on the Process team to discuss policy development work related to human smuggling that was originally slated to kick off in H1 (and de-prioritized due to COVID-related work and bandwidth constraints). We will be splitting this work stream into two tracks: 1) in the shon term, updates to policy documentation to clarify our existing policy; 2) longer term policy development work to re-examine our stance on "asks to be smuggled" (currently allowed). o Why Relevant: The short-term updates will help clarify our existing policy stance for internal and external partners/observers (such as the UN special rapporteur on contemporary forms of slavery, who recently asked for information on our policies in this area). The longer-term work stream will ensure that our policies on human smuggling are in the right place on a complex issue with competing considerations/perspectives on how to best balance users' safety and freedom to access information. o Policy Development on Ghost Accounts successfully kicked off [Elifl Corri I Sebastian] o What Happened: The first co-lead policy development process between the Actor and Behavioral Policy and Organic Content Policy team is well undewvay. This week we had our first round of working groups in APAC, EMEA and NA/LATAM. Together with our colleagues in Cl and Ops we are trying to address the question of how we want to treat so-called ghost accounts, i.e. accounts that have been inactive for a prolonged period of time and hold a low value to the user. The goal is to define clear and robust signals of these accounts to mitigate false positives, and devise appropriate enforcement options that are scalable and take into account the user experience. o Why Relevant: At the moment there are over 3 billion accounts on our platform that have been inactive for 1+ year. Such accounts can become vectors for abuse and malicious activity. There is also a high level of perceived risk of having ghost accounts on the platform. However, currently there is no standardized policy on actioning these accounts, besides ad-hoc clean-up efforts. o Update of Coordinating Harm external CS language [Lukas I Gerald] o What Happened: OCP has been working with Policy Comms on updating the external CS language for our Coordinating Harm section. Based on feedback, the current language did not accurately reflect our internal policies. o Why Relevant: With Coordinating Harm under increased scrutiny especially as we come close to the November elections, we want to ensure we are as transparent as possible and our internal rules are reflected accurately externally. CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG—AG-00199969 - Implicit c o Sexualization of Children What happened: The XFN - PPC [Ayesha] finally aligned October make upcoming Why relevant: this launch policy weeks (tentative). He was also able to get a new recidivist account verified and gain more than 4 million followers. His continued presence and renewed verification on Instagram has undermined Facebook's external legitimacy as we have seen press inquiries about how he has been able to continue to come back to the platform. o Why Relevant: While this individualewas able to circumvent our policy on recidivism due to product and tooling gaps related to device blocking, this investigation also raises an external perception issue around 'fan accounts'. After Amir Tataloo's IG accounts were disabled, fan accounts continued to post media about him. Our impersonation policy intentionally excludes fan accounts; however. media reporting and users don't always understand the difference between fan accounts and impersonation. In this particular case, the media thought that Facebook was still allowing the individual to have a presence on lG despite his repeated abuse. lf Amir Tataloo was a designated individual, we could have remove these accounts for PSR; however, we was never reviewed for designation. While this isn't necessarily a policy gap: it has been highlighted as an external perception issue in the Incident Review. o GTM roll out for F&D [Lukas I Sebastian {Taylor I Ayesha] c What Happened: The OCP F&D SMEs have completed the review of the Ground Truth Machine samples to now enable a review by the GTM teams. Results are expected soon - which will give us a baseline after which we will be able to start the full GTM process. o Why Relevant: Ground Truth Machine is a crucial tool to improve reviewer accuracy but also detect and understand potential policy gaps and be able to remediate them. o OCP Support for Rep Speier Meeting [Kathyl Brynn] o What Happened. OCP supported Safety Policy on the Creation of a deck and meeting prep for their meeting with Rep Speier and team this week A good chunk of the presentation focused on the nuances of our Bullying and Harassment policy o Why Relevant: This was an opportunity for Safety Policy to both hear the concerns and feedback from female politicians, as well as demonstrate the work we are doing to tackle harassment. - CIPCO Initiative on Civic Harassment [Kathy] o What Happened: OCP has been meeting regularly with CO and CI partners to mitigate harassment risks ahead of U82020. This week, we finalised a proposal which would remove the purposeful exposure requirement on civic actors' content, and sent to OCP leadership for review. o Why Relevant: Mitigating abuse in the civic space is a CIPCO priority for B&H this half. OCP is supporting on any potential policy changes that may be needed in this Space. a Discussions on nexus between interoperability and account integrity [Kate B I Brynn] C Redacted for Prrvrlege o Why relevant: interoperability poses challengesto people seeking to exit the trade by unifying purposefully separate online personas, thus potentially making them more searchable to traffickers or previous clients on accounts they may also use to seek support. Their safety and support needs are heightened compared to the general population and would provide valuable insight to Interop concept designs. CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-00199971 o Civil Rights Audit Policy Priorities and Action Items [Betsy I Ulrick] o What Happened: OCP leadership initiated a meeting with members of the Civil Rights Audit support team,— and_ to discuss and review key policy priorities flagged in the Civil Rights Audit. This included known and emerging civil rights issues related to the Community Standards, and OCP support of the forthcoming accountability priorities related to the new VP level position. OCP offered to support that process, since that VP and their team will be involved in the policy development process in the future. . o Why Relevant: OCP seeks to ensure we're proactively aware of any policy changes we should be prioritizing in H2 related to the Civil Rights Audit. and will continue to follow on all related Civil Rights Audit commitments and recommendations. o Proactive Policy Signaling with Law Enforcement Investigations Team [Betsy] o What Happened: To further consider how OCP can utilize new signals for proactive policy development, LEI and OCP had initial conversations to explore issue areas our teams overlap on. This is an effort to see how we can take advantage of the trends and intel they have related to credible harm and imminent threats of violence, especially in related to grey areas in the CS related to counterterrorisrn, hate, organized crime, human exploitation, gender-based violence, etc. o Why Relevant: OCP draws upon many different signals to identify areas for further policy development, but the Law Enforcement Investigations Team remains a largely untapped resource. Some very valuable examples of collaborations we have had with them which our policies have benefited from are related to Boogaloo, incel (involuntary celebrities), mass shootings, school shootings, etc. GEOBLOCKING o Vietnam throttling risk [Kate B] o What happened: Vietnam's Head of Public Policy (Moon) informed us that MIC threatened to throttle us again if we do not renegotiate the MIC deal to include temporary blocking of 14 FB pages and 26 FB profiles within a 1 week deadline. Our agreement with MIC is to GB posts only (not complex objects). but MIC wants to renege on the agreement and GB accounts for three-day periods. It is unclear whether this is rolling or a one time block. PP convened a meeting and wished to hear from OCP on account enforcement options. OCP was reticent to propose further content and accounts enforcement options because we should avoid user content being the sacrificial lamb where possible. and requested to explore other options first. OCP shared broadly that enforcement / feature blocks is very specific to CS violation types, not a one size fits all. and any account level action for locally unlawful content (acknowledging we already GB in Vietnam regardless of illegality) is hugely disproportionate. OCP will share a doc with current enforcement standards for GB and CS violations, acknowledging that these are not recommendations but just for information. o Why relevant: Agreeing to. not least proposing, further action on content and accounts is problematic as this is a slippery slope where the gov has proved they will renege on agreements and won't stop pursuing greater compliance. Further, technical feature limits and gee-blocking options are hugely disproportionate for violations of local law in Vietnam, under the Communist regime and difficult to dial back once we start. o Preliminagmggidance on 5-year plan content in Vietnam [Kate B] ° Redacted for Privilege CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-00199972 Redacted for PrIVIIege and draw 5YP and Why 5 help content full relevant: links signals achieve each. falls To to We within 48hr work date, therefore TAT into the we (i.e. agreement our have do guidelines. compliance only not yet received will have serve Having with a three sufficient the to a reduce agreement). broad 5-year batch framework XFN plan of discussion TDRs content to identify with from on between each which whether link to 1 o Uzbekistan c What Blocking happened: Risk Uzbekistan's [Shashank regulator I Varun] MITC reported 8 grounds that the country's Supreme Court had passed orders complex objects in for their takedown July on due to their extremist nature. to comply. Update on Releasing DOl Designation Lists to the Oversight Board [Mike] o What Happened: The OCP Oversight Board Team and CT-DO Policy Team are currently drafting options for releasing the DOI designation lists to the board. o Why Relevant: These options will balance transparency about our designations to the board and leak risks that would embolden adversarial enforcement evasion. ENGAGEMENTS & SITE VISITS o Tennessean Editorial Board Briefing [Mary] o What Happened: Mary joined Will Castleberry and others for a 1 hour discussion and Q&A with the Tennessean Editorial Board. Our primary objective was to communicate our work and progress in particular on election integrity and our position on competition. o Why Relevant: This was an opportunity to proactively reach out and build relationships with the outlet and Board and provide a positive, forward looking message related to the impact of Facebook, as well as answer questions about election integrity in the lead-up to the election, and particularly in Tennessee where the election is obviously front and center and Sheryl placed an Op—Ed in the publication this week. We continue to meet with more editorial boards, including Cincinnati and Columbus at the end of the month. Comms is also reaching out to the LA Times, Chicago Tribune, Austin Statesman, Atlanta Joumal-Constitution, Sacramento Bee, Salt Lake City Tribune, Boston Globe and Denver Post for September. o Deep Dive on Post-Attack Videos External Engagement [Brynn] o What Happened: En'n Saltman, Rebecca Stimson and Brynn met with the UK Home Office for Security and Counter-Terrorism to do a deep-dive on our violent and graphic content policies and how they come into play in post-attack videos. o Why Relevant: The discussion covered the nuance between how we treat videos vs. photos, when we apply warning interstitials and age-gate content as well as our request form for removing content that shows the violent death of a loved one. We discussed the trade-offs of allowing content to raise awareness around global events and attacks and how crucial the platform is when sharing this imagery taking the recent explosion in Beirut as an example. o Facebook Training for Pacific Islands Law Enforcement [Kate B] o What happened: On August 11, OCP joined Trust & Safety and others for an all-moming presentation on our services to Samoan and Fijian police forces, delivered in cooperation with Australian Federal Police's Cyber Safety Pasifika (tech safety program). l presented our Community Standards policy development, deep dive into Hate Speech, Bullying & harassment, Privacy, and Misrepresentation, as well as methods of reporting content. o Why relevant: The goal is to build on the progress we have made with Pacific Island law enforcement, despite the cancellation of in-person meetings during this COVlD crisis. A region with limited Facebook literacy and threats to ban Facebook, it's important mat we engage the community on our policies and strengthen lines of communication. - Engaging US and Canadian Sikh Civil Society Organizations [Varun] o What happened: On August 11, OCP joined US, Canada PP and IG Policy teams in the second meeting with organizations representing Sikh stakeholders in Canada and the United States. This meeting followed our June 12 engagement, at which we explained the steps lnstagram and Facebook took after we inadvertently blocked #sikh. The purpose of this meeting was to (1) provide an overview of our Community Standards, CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG—AG-OO199974 including their development and enforcement; (2) provide additional information on steps we have taken to prevent another inadvertent hashtag block; and (3) respond to stakeholders concerns about instances when we remove content in order to comply with local laws. o Why relevant: Inadvertent blocking of #sikh on lG a few months ago raised concerns that FB/lG are censoring speech by Sikh minorities specifically and all minorities in general. Sikh Civil Society organizations are vocal and connected to policy makers in US and Canada. It is important we allay their concerns and reassure them that our policies and enforcement are not discriminatory or driven by political considerations. - SSA Roundtable on Definition of Public Figures [Fran I Kathy] o What happened: OCP joined Stakeholder Engagement and SSA Comms for a roundtable with journalists from the region to gather feedback on our definition of public figures. o Why relevant: This roundtable is part of the broader external engagement around our ongoing policy development on this topic. As this group was largely made up of journalists, they provided some helpful feedback on the "joumalists/broadcasters' line, as well as the threshold for 100k followers. From:— Date: Saturday, August 8, 2020 at 2:08 PM To:GPMT— Subject: OCP / ABP Weekly Roundout - August 8th Oh good Saturday and what a week! Hateful stereotypes, egregious rape threats, Azerbaijan tensions, thai anti- monarchy content oh my! If you want all the juicy details, we got you covered below with updates galore! Happy weekend to all! -m—OCP Guidinq Principles OCP Roadmap UPCOMING . Blackface Engagement in the Netherlands [Menu I Fadzai] o What's happening: Over the last few weeks, we discussed the PR sensitivities around the enforcement of the Blackface harmful stereotype and the update to our Community Standards. This led to a delay in the launch of the policy, and we worked with the Comms and XFN teams to finalize the announcement date for August 11 with a launch date of August 19. Manu is supporting external engagements in the Netherlands with the Dutch XFN. o Why relevant: The Blackface policy is likely to be contentious in the Netherlands and Belgium because of its association with the prominent national Dutch holiday tradition of 'Zwarte Pietl Black Pete", and the ongoing debate on whether this is/isn't acceptable. We are working with the Comms and PP teams to proactively engage with civil society and media. clarify the rationale, and to address concerns about the global policy. o Nashville Tennessean Editorial Board Meeting [Mary] o What's Happenlng: Over the course of the next couple weeks there are a series of Editorial Board meetings scheduled with outlets around the U.S. Last week, Mary joined the briefing with the Orlando Sentinel Editorial Board and this week we will do a similar meeting with the Nashville Tennessean Ed Board. Our Community Standards, and election integrity issues, are of particular interest given the attention on our voter interference, hate speech and other policies. CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-IG-AG-00199975 POLICY DEVELOPMENT o Scoping Policy Development for People vs. Concepts [Manu I Fadzai I Adam I David I Kate) o What Happened: Manu is leading the hate speech SMES into a policy development to explore potential changes to people vs. concepts, sending an FYI email to OCPL. holding a head start meeting with key stakeholders, and preparing research questions for the research and external engagement team. The team is now preparing for a heads up at the end of August. o Why Relevant: People vs. concepts is an important distinction within our hate speech policies but often raises questions during escalations and we want to explore the potential to better nuance the distinction we make or update our policy lines around it. o Alignment on the public launch of the harmful stereotypes policy [Fadzai I Adam I Manu] o What Happened: After some back and forth on the launch of the harmful stereotypes, the XFN has aligned on the public launch of the harmful stereotypes policy. Hate Speech SMEs worked to prepare talking points, and will be doing external engagements on the launch in the coming weeks. o Why Relevant: Harmful stereotypes has been through a year+ policy development and launch process. With the second stereotype of blackface now set to launch, we are ready to publicly announce the policy including blackface, Jews controlling political, financial, and/or entertainment systems, and the forthcoming Dalits as menial laborers. . Non-Sexual Child Abuse moved from lS 26.1.c to 7.1 [Ayesha] o What Happened: We currently only have one exception to allow (with an MAD interstitial) imagery of non-sexual child abuse when requested by law enforcement or a trusted partner. The policy previously lived under Additional Protection of Minors, and has now been moved under Child Safety with further clarity in the policy language. o WhyRelevant: 1. Because the policy lived under "Additional Protection of Minors" instead of non- sexual child abuse, it was often overlooked during on-call shifts. This move consolidates all non- sexual child abuse policies in one place under child safety. 2.{ Redacted for Privilege Redacted for Privilege o One-strike disable tor egregious threats of rape (Menu I Kyu Kyu I Shashank I Aparajltha I Kathy I Kate B] o What Happened: Following recent escalations in India and leadership's direction to enforce a one-strike disable threshold for egregious threats of rape, the esc-only policy to give effect to this is now live in lS 8.7, with guidance cascaded to OCP and R+R for escalating and disabling where warranted. ln due course we will consider more thorough policy development. o Why Relevant: This immediate action demonstrates our agility on sensitive escalations, and to find quick fixes, while exploring scalable solutions for a safer FB community. o Launch first set of refinements to PC definitions [David] o What Happened: After external engagement and market focus groups, we launched the first update to the definitions of our protected characteristics (PCs), focusing on ethnicity, caste, "designated protected targets of hate speech," and attacks on people not belonging to a PC. o Why Relevant: Our market teams have reported points of confusion over how we define certain PCs. This update should clarify some of these points, improve consistent treatment of our PCs across markets, and better protect people being attacked on the basis of their PC. A second update to additional PC definitions is in the launch pipeline for mid-September. o Phase 1 of Cruel and lnsensitive Transition [Jan] o What Happened: Per the passed PPC recommendation to redistribute the Cmel and lnsensitive policy section to other policy areas, we launched the first phased transition on Aug 5. Content that mocks individuals for premature death or physical violence is now under Bullying and Harassment. Content that mocks individuals for NCST is under Adult Sexual exploitation. CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-IG-AG-OO199976 o Why Relevant: Moving sections of Cruel and Insensitive to other policy areas removes overlap and makes it easier to operate our policies at scale. In addition, the redistribution allows other specific policy areas to draw nuanced lines between humour and safety. XFN COORDINATION 8: PRIORITIES o CP Ideas to Fight Racial Injustice Listening Session (Brynn I Kathy I Betsy I Gaurav) o What Happened: We kicked off our first listening session with folks in the company who contributed ideas to our workplace group on ways for Content Policy to fight racial injustice. The session focused on feedback around our Violence and lncitement policies with specific feedback around the V&l carve-out for mid and high severity violence targeting violent criminals and DORGs. o Why Relevant: This was a great opportunity to listen to feedback within the company while also providing more context around our policy development process, the trade-offs and tensions surrounding the V&l carve-out and our general thought process overall. o Azerbaijan Journalist Account Issue Inquiries [Betsy I Varun] o What Happened: Spurred by a press inquiry from Index on Censorship, related to issues of Azerbaijani journalists, OCP kicked off coordination for a response with Human Rights Policy, APAC Public Policy and Communications. Azerbaijan has a protracted border dispute with a history of violence which has recently flared back up, and the inquiry highlights questions around account takedown, recovery and hacking of journalists and advocates in a highly repressive at- risk country context. Journalists are routinely under threat and targeted by the government, and when account had<s and takedowns occur, people are also inclined to assume company collusion with the government. Working to explain our policies and processes to prominent leaders in the journalism field in Azerbaijan is essential to company legitimacy and transparency efforts. o Why Relevant Azerbaijan serves as a relevant case study for non-marketized At-Risk Countries without language support and outsized FB market share, which sometimes makes them more vulnerable to false positives and resulting take—downs. FB accounts are a lifeline to ordinary users, and especially human rights advocates and journalists, and any patterns or signals we can learn from this country context can be useful in considering how to support and prioritize Tier 3&4 ARCs. o August 28 DC Commitment March Prep [Laura] o What Happened: In anticipation of the National Action Network's march planned for late this month in DC, an XFN gathered to discuss key issues and risks that may arise. Content Policy issue spotted potential abuse areas that might come up. o Why Relevant: The march is expected to draw large crowds and coverage, so we want to have a plan for how to handle abuse that may arise. o Reuters article on our efforts to tackle illegal wildlife in Southeast Asia [Jan] o What happened: Reuters published an article about the online trade of live animals and endangered species. The article acknowledged Facebook's effort in this space and the complimentary comments of our partners (TRAFFIC and WWF). o Why relevant: This highlights the importance of the Animal Trade XFN work and collaboration with our external partners in tackling Illegal wildlife trade. The mitigates the risk for the company as we are not only able to proactively showcase our efforts in this space but it is an acknowledgement that we are moving in the right direction. o Conversion Therapy XFN Meeting [Adam I Fadzai I David I Aparajitha] o What Happened: Organic Content Policy team members met with members of the Business and Consumer Product Policy team to discuss concerns flagged by Comms and other XFN partners regarding the soon-to-be launched policy prohibiting the promotion of conversion therapy products and services in organic content. Specifically, partners were concerned about inconsistencies in placement/positioning between the ads policy (which sits within "Misleading Claims") and the upcoming organic policy (which is currently set to sit within "Hate Speech"). o Why Relevant: Following discussion to ensure that all relevant SMEs/policy leads are aligned, OCP and BCPP will present a proposal to address the concerns raised by XFN partners and work CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-IG-AG-00199977 with partners in Global Operations to Iaunch/operationalize any resulting changes. These discussions are important in ensuring that the upcoming policy is explicable and defensible and that it's positioning accurately reflects its scope. . ConSultation on product-specific policies [Adam I Kathy] o What Happened: Organic Content Policy team members have been assisting partners on the Product Policy team working on product-specific policies (such as our Dating and Neighborhoods products) by reviewing drafts and answering questions related to overlap with our existing Organic Policies. c Why Relevant: This ongoing support for members of the broader Content Policy team has helped ensure that we don't duplicate work. It will also help guard against documentation bloat and ensure that any new product policies introduced are lean and effective. o OCP Support on Partnerships Content [Kathy] o What Happened.' The Partnerships team is working to create resources for Group Admins to better support them in dealing with common issues they encounter. OCP attended meetings with the agency creating these resources to outline the Community Standards and the policy development process. o Why Relevant: Admins of large FB Groups are typically very dedicated to maintaining a safe space within their Groups. This project aims to demonstrate what Facebook is doing in parallel, particularly with regard to Bullying and Harassment and Hate Speech. o Meeting with lG XFN on Public Figure Definitions [Brynn I Kathy] c What Happened: Kathy and I met with a group of lG folks including IG Product and Public Policy including Karina and Liz. IG Partnerships, and IG Safety Policy to go over case studies and feedback regarding harassment their entertainment partners often experience and the repercussions to product and partnerships. o Why Relevant: The IG XFN did a greatjob of taking our feedback regarding needing examples etc. in order to investigate their case studies and claims and went one step further by providing a policy proposal. Kathy and l came out of the meeting thinking about ways we can partner with product to ensure we are helping to champion these efforts as well as relevant aspects of the ongoing policy development around the public figures definition . Armenia-Azerbaijan Conflict [Manu] c What Happened: clashes broke out on the Armenia-Azerbaijan border on Jul 12-14. The tensions are rooted in the unresolved status of the Nagorno-Karabakh (NK) region and the control of its surrounding territories by Armenia. We are seeing a spike in hate speech related to these tensions in both countries. o Why Relevant: We are working with Russia and Central Asia PP. Ops and other teams to identify trends of content and support the risk mitigation efforts. Key challenges we are facing are the lack of dedicated market/language support for either Armenia or Azerbaijan. and large volumes of attacks on countries as opposed to PCs, which is allowed per our hate speech policy. GEOBLOCKING c GB 101 Sessions with XFN partners [Rouslanal Manu] o What Happened: The Geoblocking team held GB 101 sessions this week, and presented our work to 2 different teams that are integral to our work: 1) lain from the Human Rights team. and 2) Anna, Kathleen and Doug from the Content Regulation team. We introduced our work, presented highlights of the past year and discussed our roadmap and challenges going ahead. In both meetings we touched on synchronicities between our teams and where it will be in our favour to work closely as allies. o Why Relevant: These meetings were long awaited by our team as both the HR and the Content Regulation team are key players that we either already work with, or need to find ways to work with more closely due to joint roadmap points and common goals. Both meetings were very well received and enlightening. lt was useful for us to meet the different new players in HR and ContentReg, and figure out each member's portfolio, and where our work could be CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-00199978 complementary. areas where we can Similarly, support. our We XFN will was be impressed following up with with the documentation work the GB team and sharing does and all the roadmaps. . OVERSIGHT BOARD o Facebook-Generated Case Referral Voting Process [Mike] o What Happened: The Oversight Board XFN is currently ironing out the voting procedures to prioritize the cases we will recommend to content policy leadership for referral. In this bifurcated system, there is a voting requirement for OCP SMEs to assign a score to the significance and difficulty of the proposed cases. o Why Relevant: This will be an additional work requirement for OCP SMEs outside the OCP Oversight Board Team, and we are including this additional workload calculation in our resourcing projection (more details to come). o Expedited Review Timeline and Key Considerations [Greg I Laura] o What Happened: ln preparation for an Aug 20 meeting with Nick, we contributed to building out a timeline and fine-tuning a key considerations doc for sending cases to the Board via Expedited Review. o Why Relevant: Expedited Review is an essential pathway for the Oversight Board to hear highly sensitive cases that implicate our policies. Leadership has asked to see how fast Facebook could send an escalation to the Board via Expedited Review. u Planning for Oversight Board Staff Training [Laura I Greg] o What Happened: The Onboarding & Learning XFN considered different training options for the board staff on our content policies. We evaluated which off-the-shelf options are available, the barriers to delivering that content (such as SRT access), and began strategizing how to overcome those barriers. o Why Relevant: The Board staff will need to know Facebook's content policies more deeply than the members and will need a way to be trained on them as they join. o Policy Advisory Opinion Board Simulation [Laura I Greg I Mike I Gaurav I Colleen I Adam] o What Happened: In preparation for the Board simulating a Policy Advisory Opinion on non- sexual adult nudity. Content Policy responded in writing to many follow-up questions from the Board staff on our policies as they prepare the members for deliberations. o Why Relevant: Policy Advisory Opinions are another official avenue for the Oversight Board to weigh in on our policies. As part of their Onboarding and Learning program, they are simulating a response to a request from Facebook for a Policy Advisory Opinion. ELECTIONS SUPPORT (the fun OCP Election Calendar & POCs are here) o Sri Lanka Elections [Manu I Shashankl Richard] o What happened: Between Aug 3 and Aug 9, OCP participated in the lPOC for the Sri Lenka pariiamentary elections. This was the first of its kind, virtual IPOC. o Why relevant: The election concluded on Aug 5 and the results are coming in through Aug 9. OCP worked on content escalations (nothing notable) and mainly TDRs from the Election Commission. The EC reported a total of 1766 organic content URLs in 90 TDRs and we had a 98% action rate. These were mainly covered under our election geo-blocking guidelines. OCP monitored the enforcement and supported on edge cases. For example, we temporarily geo- blocked one profile for consistently violating election result laws. ENGAGEMENTS & SITE VISITS o Orlando Sentinel Editorial Board Briefing [Mary] o What Happened: Mary joined Will Castleberry and others for a 1 hour discussion and on the record O&A with the Orlando Sentinel Editorial Board. Our primary objective was to CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-IG—AG-00199980 communicate our work and progress in particular on election integrity and our position on competition. o Why Relevant: This was an opportunity to proactively reach out and build relationships with the outlet and Board and provide a positive, forward looking message related to the impact of Facebook, as well as answer questions about election integrity in the lead-up to the election, and particularly in Florida where the election is obviously front nad center. Over the next couple of weeks, we will be meeting with more editorial boards, including Nashville next week then Cincinnati and Columbus at the end of the month. Comms is also reaching out to the LA Times, Chicago Tribune, Austin Statesman, Atlanta JoumaI-Constitution, Sacramento Bee, Salt Lake City Tribune, Boston Globe and Denver Post for September. . BBC Africa Interview on Faoebook Engagement in Ethiopia [Fadzai] o What happened: OCP supported Public Policy and Comms in a 30 minute telephone interview with BBC Africa following the release of the Access Now letter on Ethiopia and disabling Jawar Mohammad's page. The interview was a high-level discussion about how we enforce our policies, specifically our Hate Speech policies and the diversity and training of our reviewers. The interview will be translated into local languages to raise awareness about reporting. o Why Relevant: There has been increased media pick-up on Facebook engagement in Ethiopia given rising concerns about the impact of Facebook content moderation on speech in the country. These include the Access Now Open letter asking Facebook to do more to address possible incitement to violence on our services in Ethiopia. The call was to assure partners that Facebook is not collaborating with government agents, that we are committed to removing harmful speech and that we do so without bias. These will be followed with more engagements over the next two months to continue to build trust amongst our partners. o California Medical Association Meeting on Safety and Privacy Concerns [Corri I Aparajitha] o What Happened: On Friday, we supported US Public Policy on a call with representatives from the California Medical Association (CMA) to discuss our policies in light of increased harassment directed toward public health officials on our platforms. The CMA has also sponsored a bill that would mandate social media companies to remove addresses for public health officials. While the bill is not moving forward at this time, we wanted to meet with representatives to reassure them that we take their concerns seriously and have policies in place which cover many of the concerns they have raised. o Why Relevant: This meeting was an opportunity to engage with the CMA to explain our policies specifically around Privacy Violations and Bullying & Harassment. As COVlD-19 has spread, public health officials have gained greater visibility and attention from the public. In some cases, that has resulted in threats or criticism directed at many public health officials on our platforms. We were able to reiterate that we have policies in place to protect the safety and privacy of these individuals from being compromised. . Human Exploitation comment to UN Special Rapporteur on contemporary forms ofslavery [Dong- Yeon I Adam] o What Happened: OCP provided information on our Human Exploitation policies to support Facebook's response to the UN Special Rapporteur on contemporary forms of slavery. The UNSR wished to know the company's approach to alleged facilitation of the enslavement, trafficking and forced labour of migrant domestic workers in several MENA countries and privacy concerns due to the retention of personal information on these applications. o Why Relevant: The request is linked to a BBC investigation into lG and other technology companies hosting content posted by users engaging in the selling and buying of domestic workers online. OCP's contribution will equip the Human Rights team to highlight the steps we take to remove content and take action on accounb related to this behaviour, and transparency efforts through public facing Community Standards. o Meeting with HK Police on the Nah'onal Security Law_(NSL) TDRs 1Lucius1 o What hamenedfi, Redacted for Privilege i Redacted for Privilege t-............—..—......... CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-00199981 Redacted for Privilege Why relevant: The goal of the training was to encourage the police to report content for CS violations where possible so that we can respond fast on content both sides agree is harmful and violating. That said, it is likely that we will receive non-violating content for takedown as well and will have to escalate for decision. The police also revealed that their approach was to first get the users to self-remove unlawful content, and subsequently issue a TDR to FB if the users do not comply. o Meeting with Thailand Academics [Lucius] o What Happened: Thailand PP invited OCP to deliver a CS briefing and deep dive to a group of Thai academics who influence the government's policymaking. The training touched on our policymaking process, enforcement and key policy areas to strengthen their understanding of how we think about harmful content and demystified common misperceptions that they might hold, partly due to different interpretations of hate speech, bullying & harassment and privacy violations etc. PP's readout of the event is here. o Why relevant: These engagements strengthen our bench of allies and advocates in the country, help combat misperceptions and uninformed negative opinions, and generate goodwill by being more transparent about our policies and process. o Meeting with lTE Singapore [Ayesha] o What happened: OCP was invited to deliver a CS briefing and deep dive for the management of the Institute of Technical Education Singapore. We delivered a deep dive of our Hate Speech, Bullying and Harassment, Suicide and Self Injury, and Child Safety policies. The meeting was attended by over 35 members of the ITE management. o Why relevant: The engagement focused on safety-related issues, particularly with regards to minors. We informed ITE of the safety safeguards we have in place - both in policy and product- and emphasized its importance for Faoebook. This engagement is particularly pertinent as we see an uptick in teen celebrity suicide, and minor sexualization, cases in the region. The session ended with Q&A and was well-received. o CS briefing with Myanmar Parliament Members [Kyu Kyu] o What happened: We worked with the National Democratic Institute to educate Parliament members on how to use our platforms effectively, our Community Standards as well as our Ads transparency tools ahead of the latter's launch on August 5 in Myanmar. The sessions were attended by over 80 members and were well received. This session is the last ahead of the election as they head back to their townships to start preparing for campaigning. o Why relevant: It is important for Facebook to continue engaging with the political parties and politicians preparation for the elections coming up in November. This kind of engagement helps us to understand their concerns and limitations in using our produds. We have been actively supporting the XFN through policy advice, responding to escalations, and establishing GB guidance. o Why Relevant: This is the first remote IPOC (1-6 August) that Facebook has held outside of the US priman'es and it will provide a test of how we can respond to electoral challenges in a remote setting, particularly given the challenging context of Sri Lanka. Key issues for OCP include voter interference, geo-blocking, COVID related speech and hate speech. We worked with the XFN on training decks for OS, scenario planning for escalations, and goo-blocking guidelines. Manu, Shashank and Richard will be covering 2 8-hour shifts a day for the next week for OCP guidance on escalations and content TDRs from the Election Commission. o Meeting with HK Police on the National $ecurflxlgaw (NSLl TDRs [Lucius] o What's happeningzg Redacted for Privileggm Redacted for Privilege o Why relevant: We anticipate that the majority of TDRs that will be sent to us will not violate CS so we want to refresh the police's understanding of our policies, especially around Violence & lncitement, Coordinating Harm, Privacy and Authenticity, in the hope that they focus their reporting on content that we can take action on. o Meeting with Thailand Academics [Lucius] o What's Happening: Thailand PP has invited OCP to deliver a CS briefing to a group of Thai academics who influence the government's policymaking. The training will deep dive into our policymaking process, enforcement and key policy areas to strengthen their understanding of how we think about hamiful content and debunk common misperceptions that they might hold due to different interpretations of how we define hate speech, bullying & harassment and privacy violations etc. The training will also focus on our commitment to transparency for our users. o Why relevant: This group of academics include university lecturers and NGO leaders that the government regularly consults when making policy. Equipping them with a better understanding of our policies and systems will help inform their conversations with the government. o Orlando Sentinel Editorial Board Meeting [Mary] o What's Happening: Over the course of the next couple weeks there are a series of Editorial Board meetings scheduled with outlets around the U.S. Our Community Standards are of particular interest given the attention on our voter interference, hate speech and other policies. We're working with Site Integrity, Connections Integrity, and Security Policy and hope to have updates in the next couple of weeks. o Project HIPO [Brynn I Kaitlin] o What Happened.' Project HIPO or High Impact False Positive Override is launching in response to criticism that Facebook over-enforces on content covering sensitive issues. Project HIPO is a new last line of defense to reverse high-impact false positives, focusing on specific issues include US2020, COVID19 problem areas (hate Speech. health integrity) and content with high VPVs. o Why Relevant: The goal of Project HIPO is to identify and restore high impact false positives to reduce escalations and PR risk. l met with Maria Moreira and the PM of this project to review escalation guidelines to OCP for content identified by Markets as potentially ambiguous or may have violated LOP but potentially would have constituted a newsworthy allowance. After a 2-week labelling period we will review insights in advance of launching the escalation path to OCP oncalls. o Adversarial Playbook Project Plan [Jan] o What happened: OCP is working with Illicit Trade XFN to create the Adversarial Playbook. o Why relevant: Expert adversaries within Illicit Trade are inherently motivated to abuse our platform and develop counter-measures against detection. Although we have mature proactive detection and enforcement in the drugs space, we continue to see obvious misses on the platform. Consequently, we face ongoing escalations in the drugs space. This workstream aims to define sustainable processes for monitoring and responding to expert adversaries. continue to reduce risk for our community, and stay steps ahead of the next journalist l seeker. o Community Standards Enforcement Report Audit [Joele I Kaitlin] o What happened: Over the last few months we've been meeting with the audit team to help them understand our policy launch process as we prepare for the htlpszllfb.workplace.com/groups/pacfyi/permalink/4041787699203148/of the Community Standards Enforcement Report. We anticipate that the auditors will be looking at our launch process to ensure that policy changes and their effects are being adequately represented and accounted for in the CSER. The intemal audit team had a number of recommendations on where we could improve our process and documentation that we'll be working to prion'tize and implement over the next few months. o Why relevant: The CSER audit is a major component of our ongoing legitimacy efforts and this will be the first time that we have external scrutiny so directly on our launch and implementation processes. o Documenting Hate Symbols and Slogans on KOIOS [Shashank] o What happened: OCP met with the XFN [CT-DO policy, Process and CO teams] to identify next steps for documenting hate symbols and slogans on the KOIOS database. The XFN aligned on addressing the issue via the following measures: - Using the ADL database as an initial reference point to identify hate symbols that would be 'inherently violating' and 'violating on escalation'. - Syncing with the IRP team for engineering modifications to the KOIOS database to enable the XFN to add hate symbols - Building a process for nominating. vetting and designating hate slogans that can he suitably incorporated within the existing designation process o Why relevant: Currently, our platform does not have a list of hate symbols documented on KOIOS, nor does the KOIOS interface currently allow for adding hate symbols to the database. Furthermore, a very limited number of hate slogans are documented on KOIOS database and there is currently no established process for nominating, vetting and designating hate slogans. Documenting an exhaustive list of hate symbols and hate slogans will improve enforcement in the CT-DO space. lt will also ensure we are internally buttoned up to deal with escalations, keeping in mind the rising volume of high profile right wing speech on the platform in the run-up to the US presidential elections CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-00199985 o Regulated Goods Policy Application [Fran I Jan I David] o What happened: OCP worked with the GO ESLA Market, M&H policy, Strategic Response PoIicy, Public Policy Andean Region, etc. to clarify globally to our Outsourcing Partners and FTEs that the M&H policy is a last resort for when there are no Community Standards violations in the same piece of content. More specifically, we clarified that content which violates both the Regulated goods and the M&H policy should be removed following our Regulated Goods policy. The need for this clarification came from a flag by the GO ESLA Market since both policies are specifically relevant when it comes to content involving Miracle Mineral Solution (MMS) or Chlorine dioxide (CDS) and COVID M&H policies are not in the hierarchy of actions for our revuewers. o Why relevant: Primarily because thanks to this clarification we're able to clarify enforcement doubts from reviewers on this very important content, but also because strikes for M&H and regulated goods weigh differently against the poster. All of this happens on the back end and we rely on our reviewers to take the right actions in order for our automation to w0ik consistently. o US President Signs Memorandum stating that undocumented immigrants will not be counted in Congressional Apportionment (Sean I Richard I Corri I Ulrick) o What Happened: This week, Pres. Trump signed an executive memorandum today stating that undocumented immigrants who respond to the census will not be counted in Congressional Apportionment, the process of deciding how many members of Congress are apportioned to each state. Several articles were written that imprecisely characterized the memorandum as excluding undocumented immigrants from participating in the census. OCP determined that the memorandum has no impact on our census interference policies, as the memorandum did not impact who can participate in the census (see IS 3.4.2.ii). The XFN aligned on applying our status quo census interference policies on content that misrepresents whether illegal immigrants can participate in the census. The volume of violating content was quite low, and we worked with media entities, including POLITICO, to help avoid both over-enforcement and reporting that inadvertently violates our census interference policies. o Why Relevant: This eswlation highlights how volatility in the middle of a census process can cause substantial confusion about the consequences for the Census, both among political journalists and the general public. It also highlights the US 2020 XFN's ability to quickly and efficiently identify potential issues, align on a path forward, and execute on that decision effectively. o Media Matters report on Conversion Therapy content [Adam I Kathy I Ulrick I Aparajitha] o What happened: Comms escalated an article/report from Media Matters published on July 16, 2020 probing our upcoming policy prohibiting organic content promoting conversion therapy. The policy is not currently live and does not have a designated launch date, but OCP issued a pre-Iaunch exception to remove a few of the pieces of content flagged under either the spirit or letter of the upcoming policy. o Why Relevant: During a BBC inquiry/escalation eariier this month involving an IG account belonging to an organization offering/promoting conversion therapy services (Core Issues Trust), the decision was made to remove remove several pieces of organic content promoting conversion therapy (under an SoP call to apply our ads policies against this type of content) and to update our hate speech policies to remove this type of organic content on escalation going forward. Following this, the BBC and other outlets began reporting that we were going to begin "ban/block conversion therapy" and we have been receiving a steady stream of inquiries around perceived to be promoting conversion therapy. While we are working to launch this policy as quickly as possible and are able to make pre-launch exceptions on a limited basis, we need to assess content carefully and consistently to ensure that are setting expectations and early precedents appropriately in this space—especially given that the content escalated so far signals that to many external observers, "promotion of conversion therapy" may be understood to encompass a much broader range of content (e.g., book endorsements or testimonials) than the policy is intended to capture. o Philippines celebrity fan pages converted to politician pages [Jan] CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-OO199986 o What happened: A https:l/www.facebook.com/watch/7v=636652346946690aired last week on o one that satement, expect inquiries. landed Why of used relevant: the to the PH see to Philippines background best be comms more Given a way popular instances possible have recent major on celebrity our commented news issues for of authenticity this this network fan in as piece. the page. that we Philippines, policies focusing have the This OCP story helps now worked as on came reached well comms us the mitigate with as pages out our has the the balanced investigation of risks 18th commented XFN month in team as the they to region horizon efforts. that address showed the and as to story we media the his our son Presidential elections. OVERSIGHT BOARD CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-00199987 o User-generated Appeals Open Question [Mike] o What happened: The XFN is trying to decide how we will process user-generated appeals to the board in which Facebook agrees that we made an enforcement error. Currently, there is no process to "pre-revieuf" these cases and simply fix the enforcement mistake and bypass the board's deliberation on the case. The XFN has decided we will move forward with preparing a case file and decision rationale with these cases to ensure the board can still make a decision on the content and potentially provide a policy advisory statement. o Why Relevant: Reviewing these cases will create more workload for OCP, but it will protect the integrity of the process and provide the board more opportuniy to assess the efficacy of our policies, even if they were properly applied. o Resourcing Projection for Oversight Board Work Increase [Mike] o What happened: We are working on a detailed resourcing analysis for OCP person power requirements to work cases coming from Facebook, user-generated appeals, and expedited review based on current case volume projections. o Why Relevant: The results of this analysis will allow us to identify resourcing shortfalls for the OCP OB team and work increase to OCP SMEs. o Expedited Review Process Preparation [Greg I Laura] o What happened: We worked with CRA to find two cases for senior leadership as examples that we would send to the Board via expedited review. o Why Relevant: Expedited Review is an essential pathway for the Oversight Board to hear highly sensitive cases that implicate our policies. Developing key considerations was a follow-on request from Nick that we will present bad< to him in early August. o Training Preparation for Board Staff [Laura] o What happened: The Board expects to hire a critical mass of staffers by August that need to be trained on Facebook's policies. We are looking at how those staffers will receive proper training on our CS, yet work around permissions issues and other privacy constraints. o Why Relevant: The Board staffers need to know our content moderation practices and Community Standards on an in-depth level so that they can better identify interesting appealed content and support the Board deeply on our policies. ELECTIONS SUPPORT (the fuii OCP Election Calendar a POCs are here) o Elections DeepDive: UK Cabinet Office and Electoral Commission [Richard] o What Happened Richard joined a PP-led engagement with the UK Cabinet Office and Electoral Commission, providing an overview of our standards and a deep-dive on our election- related policies. This took place in the context of UK Cabinet Office plans to formulate a new digital imprints regime to bring parity in the transparency between oniine and offline election campaign activity under UK law. which may encompass imprints on organic as well as paid content. o Why Relevant: This briefing allowed us to demonstrate the robust process behind formulating our policies, as well as to pre-frame challenges relating to the scale and scope of their initial thinking. The briefing was well received, with acknowledgment that FB was ahead of legislation in this respect, as well as an understanding of the need to continue to narrow and refine their proposals. o On-boarding the Union Election Commission in Myanmar [Manu l Richard l Kyu Kyu] o What happened: The XFN agreed to onboard the UEC, and scope GB enforcement on election law violations narrowly within the campaign and black0ut periods. Though the TDR authority of the UEC is not clear per law, given the sensitivity of the Myanmar elections, we aligned to comply with a narrow sco"pa. Concerns were raised on volumes and TAT, bias inrmrtflgand qualitymof reporting. i Redacted for Privilege ____________ 1, Redacted for Privilege CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-IG—AG-00199988 o Why relevant: We have not enforced gee-blocking practice in Myanmar in the past, this would be the first time to ensure the safety of the election. o Myanmar specific esc-only elections misinfo policy [Kyu Kyu I Richard I Betsy] o What happened: Given the high risk to Facebook that the Myanmar elections present; the harm to elections integrity that can be caused by this type of misinformation; and the current online and offline environment in Myanmar, leadership (Mark and Sheryl) has given the green light for operational guidelines that will allow the Myanmar team to: - Remove misinformation that could lead to voter suppression or damage the integrity of Myanmar's election - Lean on multiple external partners and Facebook employees to determine whether a certain type of misinformation can lead to voter suppression. These guidelines take effect immediately and be operational up until two weeks following voting day in November. OCP has developed a plan to operationalize this and have assigned ownership to each individual in the Content Policy team to handle escalations that fall under this scope. o Why relevant: Leadership believes that there is more we can do in Myanmar given the civic and political uncertainties accompanied by the lack of digital literacy. This is the first time we are moving away from our global stance. Comms have drafted up a plan to communicate this externally next week. Public Policy, Human Rights and Politics and Government will be leading this conversation with the CSOs. ENGAGEMENTS & SITE VISITS o Facebook Progress and Commitments Roundtable with Advertising Clients [Ulrick] o What happened: On Wednesday, Ulrick joined members of Public Policy, Marketing, and the Global Business team to speak with ~400 advertising clients about the work we are doing to combat hate on the platform and ensuring that Facebook is a safe and welcoming place for everyone. o What Relevant: In the wake of the #stophateforprofit boycott and release of the civil rights audit report, external stakeholders have questioned our commitment to civil rights and keeping hateful content off the platform. These engagements give us the opportunity to show that we take these issues seriously, that we've been working on these problems long before the audit and boycott, and that we recognize there is still progress to be made. o Public Figure Definition Engagements: [Fran I Kathy I Brynn] o What happened: OCP has been facilitating and participating in external engagements this week to gain insights from experts in the field. This week we met with the deputy director of the Committee to Protect Journalists, Robert Mahoney as well as 2 researchers from article one to continue learning external perspectives about who is and who isn't a Public Figure and why. o Why relevant: It's relevant for the policy development process to get views from individuals who deal with similar problems or experience them first-hand. These rich conversations provide great insight to us and inform our decisions. o CrowdTangle Researchers x Journalists Meeting with Content Policy [Ulrick] o What happened: Ulrick joined members of Stakeholder Engagement and Misinformation Policy to speak to a select group of researchers and journalists in an off the record engagement. o What Relevant: Researchers and journalists have requested a forum to talk to the Content Policy team about our transparency efforts, how we handle misinformation, develop global policies, create policies in changing environments, and action content. Researchers and journalists expressed how the conversation helped shed light into the sale and nuance by which we operate, highlighting the importance and effectiveness of providing transparency into the policy making process. o Meeting with Paklsun Telecommunications Authority (PTA) on Defamation Requests [Lucius] CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-00199989 ' o -y_l_/_Iy_a_t happened:!" There is a running poll collecting questions now. This is a follow—up to Monika's post from this week -"An Overview of the Policy Development & Escalations Process". HIGHLIGHT REEL o MVP Newsworthy lnforrn Treatment and Reshare Friction Approved by PXFN [Brynn I Corri] o What Happened: The XFN has been working with Ops, Product, Comms, Content Strategy and Escalations (to name a few) in order to align on an MVP version of the newsworthy inform treatment, as well as the enforcement and strikes behavior for violating reshares of the content. o Why Relevant: While we work further with the XFN on the understand work to get a better sense of reshare behavior of users in order to understand the right level of investment in ops and tooling, we have an approved MVP ready from the product side. Ops is currently working to ensure their queues and tooling are set up to apply the inform treatment and to action reshares. o Content Policy Ideas to Fight Racial Injustice [Kathy I Brynn I Fadzai I Betsy] o What Happened: This week we kicked off the process with the PDT team to review the ideas that were provided by employees after Mark's Q&A. Kathy, Fadzai and Brynn are reviewing and will lead on the 4 workstreams: public figures or elected politician standards, coded language, violence and incitement and hate speech, with the help of Betsy who is going to coordinate the working groups and policy development process. o Why Relevant: This is an important next step of involving the company in different ways that Content Policy can help fight racial injustice. This is a part of the 7 point plan that Mark recently announced. a Ads Boycott: Guidance on content submitted by Proctor and Gamble [Betsy] Adam I David I Laura I Ulrick I Sean] o What Happened: Relevant to the Ads Boycott. Proctor and Gamble submitted over 100 pieces of content they considered offensive to— team, which OCP took on to review. This content spanned across CS/IS policy areas, and included over seven different languages. ln close coordination with Community Ops, Escalations and Markets, OCP led an expedited review of this content in 36 hours, providing some translations, cultural context, and final determinations with rationales. Additionally, in some cases, we also actioned on content, including 29 deletions of CS violating content, and marking 5 as disturbing (MAD). Follow up meetings are being scheduled next week, where we will dialogue about the content in question. o Why Relevant: As Proctor and Gamble submitted examples of content they would not want their ads displayed near, responding to these concerns in a timely, thorough and consistent way is an essential part of legitimacy and transparency. Educating key stakeholders about the scope, depth and limitations of the Community Standards, as well as dynamics of enforcement is creates an opportunity for a valuable feedback loop for ongoing policy development. This is also a window into advertiser sensitivities to controversial but largely non-violating content. u Conversion Therapy Hate Speech Update [Adam I David I Elifl Fran I Matt I Rouslana] CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-IG—AG-00199991 o What happened: Last week, Comms received an inquiry about an lnstagram account representing Core Issues Trust, an organization based in the UK that "focuses on issues of homosexuality, challenging gender confusion and upholding science and conscience". It offers "change identity therapy" and goes further to state that they "the right of individuals to seek professional assistance in attempting to reduce or eliminate unwanted sexual feelings and patterning" but does not provide detail on what these therapies include. Further, they consider their practices to problematize sexuality and are not "conversion therapy." The account had no stn'kes and none of the content posted by it violated our policies, but it was escalated to leadership, who gave guidance to make a spirit of the policy exception to apply our Ads Policy that prohibits the promotion of conversion therapy. We removed several pieces of content from the IG account (and a FB Page belonging to the same organization) under this exception. c Why Relevant: Under our current policies, promoting or offering conversion therapy services was not prohibited in organic content. Though many stakeholders argue that conversion therapy practices are predicated on the notion that homosexual individuals are morally inferior or mentally ill and that this type of type of content should therefore violate our hate speech policies, other stakeholders believe it represents legitimate speech that intersects with deeply-held personal beliefs and discussions/debates over concepts such as gender identity and sexuality and that we should continue to take no action on it since our hate speech policies do allow critiquing/attacking "concepts related to protected characteristics, including institutions and ideas, practices. or beliefs." Following the decision by leadership on this account, we will be updating our organic policies to more closely align with our ads policies. SMEs drafted policy options and finalized the policy language decision with leadership last night. This policy language will be put into effect ASAP. TEAM UPDATES . Welcome l o started this week and is coming to us after spending several years on Capitol Hill. We're excited to have him join our ever-expanding 'dc pod.' You'll start seeing him pop up in meetings and shadowing his colleagues around but please don't be shy in saying hello!- in his own words: Hi!l'm- and I'm coming in after 5 years on Capitol Hill (though l've done all sorts of work before - campaign organizer, english teacher, line cook) and I'm really excited about getting to know y'all! A bit about me: I was born in Ecuador but grew up in North Carolina, l really like iPhone photography, l'm engaged to be married (date is tbd, thanks COVlDl), and we have a little cat named Luna that was born on the streets of Bangkok but now terrorizes our home/has captured our heart. u Americas n00b onboarding [Corri I Jan] o What Happened: Our DC new hire— joined OCP this week, and_ will officially start on Monday! On Wednesday, both n00bs began Implementation Standards training which will be held virtually over the next two weeks. We provided an onboarding overview session this week so they are familiar with their ramp up plan and expectations for the next six weeks. We are also working on the details of the sessions post IS training. c Why Relevant: Since- and- are our first OCP n00bs to experience onboarding in an entirely virtual setting, we want to ensure they feel welcomed and supported throughout this process. We have made some adjustments in light of work from home, but the standard onboarding plan should stay intact as we frequently held trainings and meetings over VC for n00bs previously. POLICY DEVELOPMENT . High Severity Rape Threats - Enforcement Update [Kaitlin l Kate B I Manu l Shahshank IVarun] o What Happened: Over the last 3-4 weeks, we have seen a number of many to 1 harassment lG escalations involving celebrites in India. These were complex, fast moving escalation spanning across B&H, rape and death threats. The volume of harassment was significant and our enforcement bandwidth and tooling is limited. CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-00199992 o Why Relevant: There is XFN work underway to fix some of the gaps exposed by these escalations, including refining stn'kes thresholds. Of note, there is also work that has been underway that is relevant to these issues, including public figure definition and the brigading policy. ln the interim, we are rolling out an escalation only 1 strike disable threshold for severe rape threats. Policy details are still being hashed out and should be read'y by next week - this was a fast turnaround request given the incredible pressure in India and severity of these cases. o Policy Recommendation: Promotion of Regulated Goods [Jan I David] o What happened: OCP's recommendation to allow the promotion of regulated goods on our platform except for non-medical drugs passed at the PPF. This is in-line with our current status quo but includes a fine-tuned definition of promotion. o Why relevant: The promotion of regulated goods has been a scrutinized topic due to the thin line between promotion and sales. Landing on the status quo after a robust policy development process suggests that our policies in this space are quite mature but shows the importance of a regular temperature check to adapt our policies to a constantly changing landscape. o Implicit Sexuallzatlon of Children - PPC [Ayesha] o What happened: We presented the draft policy language to CPLT for feedback. CPLT agreed that the policy should be more tightly scoped to prevent over-enforcement given the implicit nature of the content and that we communicate all the trade-offs and risks of over-enforcement to our stakeholders. OCP is working on drafting'the operational guidelines which we will share with OCP. lG and Safety Policy for feedback. We are working towards a September 2020 tentative launch date if we can secure the necessary ops and lG review resources. o Why relevant: Our policies only cover the explicit sexualization of minors. Recently we saw an uptick in hi-pn' escalations showing trends of implicit sexualization of minors, particulariy on IG. These escalations have received extensive media coverage in the US. India, South Korea. Japan. etc and has also kicked off discussions on further regulations. This has been a huge XFN effort with CO-Safety, CI. IG comms and PP, Safety Policy. Product and other stakeholders. The policy is unique from our other policy because it uses content trends as signals to identify violating user behavior. Once passed, the policy will lead to the removal of many complex objects engaging in this behavior. We are exploring whether we would need to do a post to communicate the launch of the policy once the language is finalized. XFN COORDINATION & PRIORITIES - Paid Distribution Presentation at Integrity Decisions [Kaitlin] o What Happened: Following up from the Daily Wire/Mad World News escalation, we presented an overview of our status quo policies, detection, and enforcement around undisclosed paid distribution to the Integrity Decisions Meeting. We have policies that touch this behavior in our Community Standards (under Spam and Inauthentic Behavior), Pages policies, and Branded Content/monetization policies. Detection and enforcement also vary across the policies. As a follow up from the meeting. we'll be exploring whether we can proactively detect more of these violations, what the appropriate enforcement mechanism is (transparency vs reducing distribution), and whether there should be stricter policies for News publishers. o Why Relevant: We expect more scrutiny of networks engaging in this sort of behavior in the lead up to US 2020 and other key elections and need to ensure that our detection and enforcement mechanisms are fair and defensible. u Proactive Enforcement Process for Scaled Exceptions [Carri] o What Happened: The Scaled Exceptions Management XFN is seeking opportunities to increase the impact of Koios and MMS in job detection since we have observed that content. relategtg scaled exceptions is not widely reported; Redacted for Privilege . Redacted for Privilege .-.-. ..-— CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-IG-AG-OO199993 o Why OCR issupportive of exploring a process for proactive_e_nf_o_rceme_nt _fp_r scaled Relevant exceptionsg' Redacted for Privilege i Redacted tor Privilege The proposal does not require us to go proactive for every scaled exceptionifiled but will give us the option to trigger proactive detection when the exception meets specific criteria. Historically we have had accuracy issues around enforcement of exceptions, so we believe that proactive enqueuing content with exact matches to the exception media along with the in job exceptiOn guidance notice will help improve enforcement quality for scaled exceptions. o Ethiopia: Ongoing Escalations and Risk Mitigation Support [Gerald I Betsy! Rouslana l Richard IKathy] o What happened: Since the mysterious murder of a prominent Oromo singer, Haacaalu Hundessa, after he publicly criticized the government, Ethiopia has been in a state of violent civil unrest. with over 230 people being killed and over 1000 arrests, an internet shutdown, and widespread calls for genocide against Amhara people by Oromos. OCP has been closely tracking this with the XFN, proactively sharing c0ntext with our Oncalls for fast action and expert guidance on escalations. This week. we have seen an increase in veiled threats and calls for genocide, as well as coordinated harassment online. Some of this content targeted an employee at Facebook (one of our Ethiopian Market Specialists) and her family. The Market Specialist was accused of being responsible for silencing and removing Oromo accounts, and shutting down one of the biggest Religious pages in Ethiopia. Our employee's name, photo and birth place have been widely circulated in this context. with users encouraging others to find her/family and to protest at Facebook against her efforts to silence groups in Ethiopia. o Why Relevant: Ethiopia is a Tier 1 At Risk Country the XFN has been closely tracking, especially in the lead up to its general election scheduled for August. OCP has been working closely with XFN partners to ensure that we are removing harmful content more broadly. including those targeting employees. With increasing tensions as the elections draw nearer, we expect to continue seeing an uptick in content calling for violence and genocide, as well as content targeting employees. We continue to track this carefully with the XFN and will be exploring appropriate solutions to mitigate risks where necessary. - Risk Mitigation: Murder of Iraqi Researcher [Gerald I Lukas I Matt I Rouslana] o What Happened: On 15 April, we received a report from a Trusted Partner which claimed that a piece of misinformation could put renowned Iraqi researcher al-Hashemi at risk of physical harm. The Trusted Partner reported two Posts which associated al—Hashemi with lSlS. The content was assessed by Escalations as non-violating and they responded to the partner. They did not escalate to Content Policy for a view, per the standard protocol. On the day of the murder. the Trusted Partner responded to their original report and said "they killed him now". o Why Relevant: In cases of heightened risk of violence, or other pertinent risk factors, this kind of content should ideally be escalated to Content Policy for review. Had the content been escalated up for review with appropriate translations, we would have been able to remove the reported content as it violated the letter of our Outing-Risk Policies. There is an ongoing XFN effort (led by SR-P's Dave Moxom) to determine process gaps and mitigate future risks, and OCP is supporting this effort. o Danone Malaysia Defamation Case [Kyu Kyu] o What happened: We have a case in Malaysia where a coordinated effort is happening to maliciously attack a brand called Danone. Danone reported 3 Facebook pages which included posts! images that Danone labelled as malicious attacks. The issue was first raised in early May, escalated to the Country GM, regional as well as global teams both on the client side and internally at FB. We have advised clients to submit trademark infringement reports and 1 out of 9 posts are being taken now, while the rest are still pending. These posts do not violate our CS but violate ads policy when boosted. We are seeing the exact same posts posted across 4/5 different pages. Danone claimed that these pages have spent about RMlook (32k SGD) on FB ads. which isnot a normal user behavior. We spoke to Danone on July 17 and they are questioning our system integrity on reviewing/ approving ads and our policies. Danone's legal team is involved and we CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-lG-AG-00199994 have also included our legaI counsel in the call. We have agreed to touch base with them again next week Friday to provide an update of our investigation. We have looped in the Cyber Security team to investigate for ClB behaviour. o Why relevant: Danone is a partner in Malaysia who has been suffering from brand reputational harm since the spread of these defamatory posts targeting them. Their legal team and business team have urged Facebook to take action against these content and we are working with XFN to arrive at a resolution by the end of next week. o Refreshed Content Policy Guidance for NZ Christchurch Shooting [Lucius] o What happened: OCP updated and communicated a consolidated document of content policy guidance to R&R, GO Markets, FTC and OS vendors. o Why relevant: We are entering a heightened period of vigilance from now until end-September 2020 due to a number of upcoming key events: 1) the release of the Royal Commission's Inquiry Report on the Christchurch Shooting (31 July). 2) the perpetrators sentencing hearing (24-27 Aug) and 3) the NZ General Elections (19 Sept). While automation takes down a vast amount of violating content, we occasionally encounter content that evades enforcement, especially in non- NZ markets. The NZ Market team is running proactive sweeps and this refreshed guidance will help the various teams across the company stay vigilant. o TRAFFIC Report on Online ivory Trade on Facebook in Thailand, Vietnam and Indonesia [Jan] o What happened: The NGO, TRAFFIC, released a report that looks at ivory sales online in Vietnam, Thailand and Indonesia via FB and lnstagram in 2016 that was revisited in 2019. The Animal XFN team worked closely with TRAFFIC to highlight our efforts to help combat illicit ivory trade. o Why relevant: Given the recent focus on FB for illegal wildlife trade, it is important that we highlight our efforts in this space to mitigate future PR risks for the company. o National Geographic Story on Wildlife Trafficking [Jan] o What happened: Rene Ebersole is producing a piece for National Geographic's Wildlife Watch series about online wildlife trafficking that addresses (1) solutions that might help deter or catch traffickers and (2) a 2018 National Whistleblower Centers SEC complaint that Facebook is obstructing justice by removing profiles and posts, rather than alerting authorities about a potential crime. OCP is working closely with comms to draft a response to reiterate our policies, our enforcement efforts and our partnership with NGOs such as WWF, ENV and TRAFFIC to tackle online wildlife trade. o Why relevant: Given the focus on the SEC complaint, close collaboration with the Animal XFN team is important to minimize risk from the release of the National Geographic piece. o At Risk Country Policy Lead Coordination Team Expansion [Betsy] o What Happened: In H1, we started the first ever bi-weekly sync for Policy leads across our Org to enhance coordination and collaboration with Civic Integrity, Strategic Response, UX Research and other core members of the ARC XFN. This week, we added two new members, Ads Policy and Safety Policy. If your team is interested to learn more or join, please contact Betsy. o Why Relevant: With more comprehensive representation across the Policy Org, including OCP, IG, Human Rights, Strategic Response Policy, Content Distribution/Al Policy, Safety Policy and Ads Policy, we are better positioned to provide strategic, unified and proactive guidance to the ARC XFN and Product team on planning, escalations, and response to ensure increase safety measures in ARCs. . Drag Queen Story Hour Incident Review (Brynn I Corri I Adam I David I Kathy I Kate S. I Elif) o What Happened: This week's IR covered an eswlation with Little Miss Hot Mess (LMHM) a drag queen whose posts were shared by trolls with a call to action targeting LMHM's post with comments including "ok groomer". Calling someone a groomer does not violate our Hate Speech policies (drag queens are not a group defined by PC's) and does not violate B&H given this is often used as a criminal allegation. CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-IG-AG-OO199995 c Why it matters: The focus of the IR was not on policy, rather it was on the need for better self- remediation tools such as self-reporting as well as reporting profiles for Bullying & Harassment violations. GEOBLOCKING - GB 2.0 - User notice 8. Transparency [Rouslana] o What happened: The GB SMEs have been leading and working closely with Alex Warofka (Human Rights team) on the GB 2.0 user notice project. The project is twofold: 1) give users immediate notice when we receive a government request to take down a piece of content that they have posted, and 2) bring changes to the Transparency Report, and provide more granularity on how we respond to gov't requests. Forthe last couple of months we have been working with Engineering teams to scope out the resources needed for GB 2.0, secure buy-in for the relevant ENG teams and prioritize it in their roadmaps. After a successful final meeting this week between the Cl-Eng and CO-Eng teams, it has been agreed that Cl Foundations (new team - to be hired) will assume Engineering ownership for Geoblocking going fomard, and that Cl Foundations and CO-Eng will collaborate on research findings. longer term execution plan & roadmap for Geoblocking 2.0. o Why Relevant: This is great news and brings us one step closer to finalising the project itself. but also and more importantly to have ~for the first time ever— a team fully dedicated to Geoblocking on the Eng side. From H2 2019 to H1 2020, TDRs from governments have tripled, and as we deepen our engagements with regulators, we expect to see even more growth in GB requests. It was important for us to create a plan for long-term ownership of Geoblocking. Beyond GB 2.0, the Eng teams will work together now to address immediate needs and other GB related requests that had been put on backlog. For 632.0 specifically, a 3-6 months implementation plan is now being identified by the Eng teams. Having a user notice would substantially increase FB's transparency and accountability, user control, and efficiency around legal demands to restrict content made by governments, relieving public policy pressure, empowering users. and making Facebook an industry leader. . Vietnam: first batches of 5-year plan content [Kate B] o What happened: PP and OCP are scoping the definition of "5-year plan" under the VN agreement. for which we've agreed to geo—block 80% of posts. The XFN does not have a clear definition of what this is, so Markets cannot identify the content in the posts in order to conclude that MIC's requests fall within the agreement. The XFN will meet next week to approve OCP's draft broad parameters based on the six posts received to date. Background on the 5-year plan: the platform on which the VN gov heads into the election (aka Party Congress), and is contained in a set of documents to be revealed. closer to the election scheduled for January 2021. o Why relevant: Compliance with the agreement is what keeps the lights on in Wetnam, and improves the relationship between PP and the VN gov. VN gov placed an embargo on many FB activities in the country. and with relationships improving between FB and VN. PP is keen to ensure we continue to uphold our agreement on content. Defining content under the agreement is a key part of this process. o New Geo-blocking Guidelines for Pakistan [Ayesha] o What happened: We are in the final stages of finalizing new geo-blocking guidelines for Pakistan. This is a big step considering that the guidelines remained untouched for almost three years. However, with increased scrutiny from civil society, and extensive discussions with the XFN, PP has finally agreed to a less restrictive approach on political speech. o Why relevant: The new guidelines take a less restrictive approach on speech. while optimizing operations to ensure accuracy and fast TAT. o Examples of less restrictive approach to speech: out under blasphemy for pushback, a departure from old TLS under which we gee-blocked almost all blasphemy related content Similarly. almost all anti-judiciary content has now been moved into yellow. CONFIDENTIAL - PROTECTED BY CONFIDENTIALITY AGREEMENT MT-IG-AG-OO199996 Redacted for Privilege OVERSIGHT BOARD . Key Considerations and Product Support for Expedited Review [Greg I Laura] o What Happened: This week we developed a set of key considerations for leadership to rely on when deciding when to send a case via expedited review. We also supported efforts to build product and process solutions to move as fast as possible for Expedited Review cases. o Why Relevant: Expedited Review is an essential pathway for the Oversight Board to hear highly sensitive cases that implicate our policies. Developing key considerations was a follow-on request from Nick that we will present back to him in early August. ELECTIONS SUPPORT (the full OCP Election Calendar & POCs are here) . Policy Launch: Voter Interference I lCE at the Polls [Richard I Taylor! Sean I Lukas I Ayesha] o What Happened We are announcing two updates on our Voter Interference policies that will go live on 19 August. The first extends our coordinated interference policy to cover voter participation as well as census participation. with additional guidance provided in a Known Question. The second is a narrowly scoped-policy to remove content claiming that the U.S. Immigration and Customs Enforcement (lCE) is at a voting location, which will be enforced at scale. o Why Relevant: These two changes are a result of the recent P0 voter suppression workstream and will help us action additional harmful content ahead of high priority elections in the US and across the world. Further changes emanating from this workstream are under consideration in a new Neutral lnforrn Treatments workstream. . North Macedonia Elections [Richard I Sebastian] o What Happened. North Macedonia held its pandemic-delayed parliamentary elections on Wednesday 15 July, amidst long-standing polarization within the country. OCP actively supported the XFN, including on escalations related to the marking of ballots and on treating material from hacked sources. o Why Relevant: Overall, this was a relatively calm election for social media issues, but OCP's quick response to the Election Commission's concerns about the spread of content that misrepresented how to mark ballot papers, was acknowledged and prevented the issue becoming a wider concern. . Syria Parliamentary Elections [Richard I Sebastian] o What Happened OCP has been supporting the XFN ahead of Syn'a's election on Sunday 19 July. The political implications of the elections are widely seen as limited, but the electoral event itself is still anticipated to precipitate a rise in localized protests and violence, as well as an uptick in harassment of anti-govemment activists. o Why Relevant: OCP will continue to support the XFN through the electoral weekend. Additionally, concerns with potential brigading have been noted, which, once collated, will be passed on to the Actor and Behavioural Policy team for reference in their brigading workstream. . IPOC Governance [Richard] o What Happened An XFN governance model has been established to decide on when to hold an IPOC and the level of resourcing it should receive.
